You can have two different accounts open at any time or more on the same PC. I often have one on one screen, one on the other open. The thing is. *Must have 2+ accounts. *Must click the [play] button before opening a new launcher or it will say client already open. *Datacentre and other stuff does not matter.

The only thing you can do at this point is either buy another PC copy and attach it to your PSN account, or make a new PSN account and buy a new PS4 copy. Whichever one corresponds to what account your character is on. If you don't have one yet, then it's easier to just buy a new PC copy. You're welcome to try contacting Sony or SE about it
