Resolution is 100% a GPU-bound setting. So in fact, if you were running at around 40 fps before and you're now running at around 60 fps, your CPU usage should have gone *up*, not down. Turning off the Nvidia options (especially Turf Effects and ShadowLibs) could lower CPU usage though.
